hi,i could not give u a definite answer,but if they are not sore or blistering,there not likely to be anything to worried about, it very common for males to have little tiny white looking spots,i cant think what they are called off hand but doctors are not sure what causes them,there is no known cure,but they are harmless and not contagious at all,they can be as far down as your ball sack and they go as mysteriously as the came,could be a year or 20 years no one knows?

Yes, these dots are blind hair follicle which will normally disappear with lengthening puberty.
