Is it weird...??
Question: is it bad or not normal if someone doesnt close his or her eyes completely. if they CANT cloe their eyes completely, or is it normal?

or incomplete lid closure. it usually implies facial cranial nerve damage or weakness. lagophthalmos in and of itself is not usually dangerous, but can be a sign of nerve damage, and can cause some pretty serious corneal dessication (drying) which can cause blurry vision and discomfort/pain...

Anyway, if you mean it HURTS to close your eyes, than see the doctor. If you've been that way all your life, than of course there isn't anything wrong.
my cousin is liek that. liek when he sleeps he cant close his eyes completely. but my mom says it's a bad thing because it denotes a bad person. i dont really believe in that so idk.

This should be evaluated by a doctor. But, until you can get in to see someone, use preservative free artificial tears liberally during the day and lubricating gel for eyes at night. This will help prevent problems with your cornea and vision.
Well, there may be a muscle issue. It can eventually cause a dry eye syndrome problem, but if the person's doctor does not think it is a big deal I wouldn't worry about it, but if they haven't seen a doctor, an ophthalmologist would be a good place to start!
